What will it take for African countries to experience the same growth as China?

Africa is full of resources and the cost of labor which was China’s comparative advantage is even less I would imagine. Yes it still seems extremely poverty stricken and doesn’t seem to be climbing its way out of it.
What is missing to get that economic engine started? And do you foresee glittering futuristic cities on the African continent in the next few decades? If so which countries?

Another country will buy up Africa and then utilize it's resources. Everyone will scream racism yet theyve had a billion years to do the same thing yet couldn't.

Well China is already exploiting the shite out of Africa, which is the fault of the countries in Africa.
Africa has a lot of resources included the purest oil there is. The US tried to go in to some of this countries (I think one main country being Rwanda) and asked that the country make some changes (like end a civil war, etc) and they saw it as the US trying to tell them what to do and control them.
So China went in and was like "look, yall can do whatever the frick yall want. We will give yall some money, bring in our people, take yall oil, but if yall want to keep fighting and doing whatever.. Go ahead. Just don't mess with us while we get all the oil and we will give yall some money and thats it.
There are parts of Africa that have strong economies, but there are 54 countries in Africa. That's 54 different governments. You cant compare 54 governments to China.
