Definitely this if you're looking for a long period of time.

WW2 was bad but was only a few years. Some awful atrocities were committed though and 60 million killed. The Nazis weren't even the worst. The Japs were way worse. And it ain't talked about much but Russia was brutal to German citizens once they occupied it

Here in the USA, 1920's to 1930's, probation made the country lawless. History is repeating again in the last 10 years due to the drug trade.

And people want to know as to why there are shooting every day.

I'll nominate the Portuguese slave trade era. First country to "industrialize" slavery. From 1450 - 1750 Portugal enslaved 4.6 million; nearly twice as much as Britain.
