I was thinking the same. However it just depends who we are considering. Overall I would imagine something like The Black Death would be some of the worser times.

I’m just not enough of a history junkie to even begin to answer the question.

I would like to know if during world war 2 what countries had no participation or actions whatsoever. Just carried on as if nothing was going on. Quick google search netted me

“During World War II, the neutral powers took no official side, hoping to avoid attack. However, Portugal, Sweden, Colombia, and Switzerland all helped the Allied Powers by supplying "voluntary" brigades to the United Kingdom, while Spain avoided the Allies in favor of the Axis.”

I still consider that involved. So did anyone have no participation and saw no action whatsoever? I believe Mexico and Brazil even sent troops? I still imagine some Latin countries may have not been involved or directly affected.
