Depending on where you live call animal control, sheriffs office or city police.
Document how often they are at your house & how much food they are eating.
Take pics if you think it will help, it may not do anything, just depends on how your area deals with animal abuse.
Thank you for making sure they don’t go hungry.

I live in the country and have beagle hounds. One of mine was out doing what she was bred to do, running rabbits. Later in the day a friendly neighbor drove up the driveway and said she was in their yard. She said she appeared to need feed. I told her the dog had been running rabbits for over six hours, what did you expect?
These dogs will dig under a fence or climb because they love running rabbits. They will run for hours through briars chasing game. If you aren't a hunter, I'm sure you don't understand their passion and drive. That is their purpose in life.

One of them is showing signs of starting to be malnourished. The other one comes over more often. She isn't fat and she eats a whole big bowl of dog food when she comes. She ate one and a half today. They also come and drink water out of my pots on the porch.
I went to their house and their bowls on their porch have nothing in them. These animals dont even go home anymore. They stay in my yard almost all the time.
I mean I'm no animal expert... but...
If I bought some really good dog food or something I could maybe see it, but I buy the cheap stuff.

I’m guessing OP wouldn’t be concerned if the animals were overweight
There could also be local leash laws that are being disregarded.
We have a Beagle, I can’t imagine anyone saying she looks like she needed to eat, she’s a fat arse. She’s older & only runs lizards now.

I wasn't being critical of his intentions. Just questioning to be sure. Most pets are overweight and over fed. If they are a nuisance or not healthy then call the authorities.
If there is a stray pet without a collar and name tag then I call animal control.
At one time it was legal to take care of the problem but now you better call animal control.

What is animal control gonna do? Put them in a pound, to be put down at a later date if no one adopts them?

My biggest question about the matter is will the authorities do anything if they aren't malnourished. I know to call authorities.
But if I keep feeding them they aren't going to be.

Our local rescues focus on pulling from kill shelters
Where the OP lives there may not be a kill shelter or animal control gets authorities involved & owners start taking better care of their pets since they know someone is watching.
I am an animal lover but putting an animal down is better to leave it starving & abandoned.

If you keep feeding them you can bet they are not going away. If you feed any animal wild or domestic he will be back for more.
As I said, I have hunting beagles. If I fed them all they could eat or left food in their dish, in a weeks time they would be so fat they would be useless as hunting dogs.

The Huntsville shelter is no kill, but these arent my dogs or strays. I dont think it would be legal for me to just pack them up and take them there. Or find them another home in general.

Either way... are you 100% certain the dogs and cat have zero access to food? My little dog could wipe out a buffet and 5 minutes later she'll be trying to pull the canine mind-trick hustling for more food.
