When I lived in Southwest Georgia I had a friend who had an old indoor cat. He had been fixed and declawed. He was nervous and his skin was a mess, you could feel all kinds of bumps on him. He wasn't mean. He liked to interact and be petted but he was too nervous to do it for long. He had one claw that had grown back and it would extend when he got nervous, but he was never trying to claw you.
Long story short. I moved away. Five years later I moved back. My friend had a farm by then. That cat was still alive and living outside. He was happy. When you went outside he came running up. There were feral cats and domestic cats and he was the leader of them all, they all got along. If we walked out to the corral or the barn, that cat would go running out in front of us.
I don't know how old he was, but I thought he was at death's door when I lived there the first time.
I say give him a chance to decide if he wants to live outside before you put him down. He might not survive long out there, but maybe he will enjoy it.

Take care of it. A 17 year old cat doesn't have a lot of time left.

Or see if the home your mother has moved into allows for pets. I'm pretty sure some do

He is declawed. Wouldn't make it outside.
The only one he ever socialized with was my mother. If guests were in the house, he'd go hide somewhere. If you tried to pet him, he tries to bite.

Would not put him down.
Maybe you can find an older woman willing to take him. Being declawed he definitely needs to stay indoors.

They can easily live to 20 and so on now. Especially indoors. I have a 20 year old outside cat that I have no idea how he keeps going.
I actually think it’s wild to put a pet down that already reached 17. Unless something really bad is going on.
A vet can actually put a pet on Prozac for certain situations and eventually wean them off after if needed.

Ever smelled cat urine? That is something “really bad” and the smell is very difficult to remove.

It’s a cat. Just turn it loose.
My coworker has a cat and the vet told him they aren’t intelligent like dogs. He told the vet the cat was an a-hole and kept biting and scratching him. The vet said discipline won’t help because cats can’t learn like dogs.

Take him to the vet to see if he has a bladder infection. Bladder issues with male cats can go south quickly. He could also be stressed, obviously. Do you have a room you can let him have with a litter pan and he can feel secure? Can your mom not have her pet? Some places allow them unless it’s a nursing home. Tough situation.
