What state/city is the most prepared for a Hurricane?

Ever since Katrina, I was under the impression that people took Hurricanes more seriously; After Harvey and now this, I feel that cities are really underprepared. Is NOLA now the most prepared city with the lessons it learned from Katrina? Why is Florida not investing?

Florida's state level response and prep for Ian has been impressive so far.
I'm not exactly sure what can be expected of coastal areas to prevent catastrophically high storm surge

Not really sure how well you can prepare for a big hurricane. Either it will destroy your house, city or it won't hit it. All the state governments along the coast prepare for these things.

I would say Florida. They have plenty of experience with hurricanes and a state government that is far ahead of most of the other gulf states.

NOLA is essentially a small town compared to most big cities

Florida is doing an impressive job IMO. MUCH more organized than anything Louisiana has ever done.
