Maybe we are looking at this the wrong way...

The parishes should be divided into weight classes depending on population / municipalities.

Kind of hard to compare Orleans and Tensas on an even basis.

Could this be from old, rusty, iron pipes? My grandparents house in Folsom had this until the housed burned down and the plumbing was replaced with PVC. The water would eventually run clear after a few minutes.

I’ve worked all over NELA for 20 years.
East Carroll is by far the most depressing place I’ve been around. Madison parish is pretty bad as well. Give Morehouse Parish another 5 years, it’ll be in that group.
West Carroll, Franklin and Richland all have some major issues in town....but their rural life is pretty nice.

The answer is Concordia. While all of the parishes along the Mississippi River when it makes the border with Mississippi suck, Concordia has Ferriday, so it is the undisputed leader in suck.
