What is the point of the traffic circle in Scott LA?

If you do not know it is right off Interstate 10 as you exit right next to the McDonalds and Billy Boudin. Is this really necessary there? Reason I ask is the fine PD of Scott LA stopped me and gave me a ticket because I did not stop completely at the traffic circle. The only places i've seem them are in Scott LA, on LSU campus and in Green Bay Wisconsin? I know they are all the thing in Europe but make no sense here in the US.
I have a feeling Scott makes $$$ giving stupid tickets at that traffic circle. And before anyone says you should not have broken the law, how many people actually know the rules regarding traffic circles anyways?

There are a lot of traffic circles in Lafayette Parish.
They usually have yield signs to enter though, not stop signs. Guess the one in Scott is different.

Lots of areas are getting these in place of 4 way red lights. Very busy intersection of I12 in Hammond got roundabout and I do believe it has reduced traffic backup. I'm not there that much so could be wrong but I think they work actually.
ps - the ones Ive seen either have a stop sign or yield sign.

Separates all of the boudin places so there's not too much traffic by any one place.

Make it harder to get out of Billy's parking lot.

It's a round-a-bout and the entire point of having one is to increase the flow of traffic. You are not required to stop at all so you getting a ticket makes no sense. The only way you should have gotten a ticket is if you were exiting from the main entrance to the McDonald's parking lot near that gas pumps which has an actual stop sign. There are literally yield signs at every entrance to the round-a-bout so something isn't adding up here.
And to answer your other question, it wasn't exactly necessary, but it sure is a hell of a lot nicer traveling through there now than it used to be.

They've built two and have several others planned for Lake Charles. It's been interesting, but in general I like them and people seem to have figured them out.

But there shouldnt be a stop sign, only a yield sign.
Traffic circles are far more efficient than a four way stop as long as you dont stop. If you stop, then its pointless.
