I had one for about a decade that was issued by NOLA EMS but it pretty much disintegrated last weekend. It doesn't even have a tag anymore.
Do I have to spend $150 to get a decent rain jacket?

I recently purchased a Filson light weight rain jacket. It is a great piece of clothing.
That's exactly what it cost. So, I'd say yes.

Frog togs are good until you look at them wrong and they tear

$120-200 is pretty standard for anything decent.
Most companies selling at that price point have lifetime warranties if you have any issues.

Is it weird that I have not had a rain coat since I was 10 years old?

No, the REI branded ones are around $70-$80 and are fine. I've had one for 5 years with no issues.

No not for a decent one. $100 or less on Sierratrading, ebay, or Amazon will get you one thats ok. If you will be outside in the rain for longer than going to and fro you will likely want to spend more than $150.

What is your intended use? You going to be outside working, hooking up powerlines, running a longline, directing traffic, changing tires on the side the road? Are, you going be walking half a block from the Camry to the office?
Need a budget too.

I’ve got a black north face rain coat with a zip-in fleece liner. It’s the only bit of north face kit I own and got it on sale for $200 down from $400. I’ve had it for 6 years.
Got my rain pants from Cabela’s (Cabela brand) for $50

Looking like an Arctic explorer while trying to pick up sorostitutes in the the bar seems to be the predominant role for these things.

If it's just to go out in the occasional rain, you can get by with a $50 Columbia like this. Columbia Watertight Jacket
If you need it for work or regular outdoor adventures, you should go for the $150+ options.
