Westheimer is the border of river oaks at best. Nothing south of that really has any claim since it's off space in greenway or upper Kirby. Past Kirby is where montrose starts.
River oaks, the neighborhood, is pretty well contained from Sam Filipe to the bayou and the railroad to Shepard/Kirby

Some really nice places. Buckhead, Mountain Brook, Brentwood, Starkville, Tx has a ton, Charleston, etc. I am not sure you can single out one.

This also needs to be mentioned with Belle Meade, which is basically an older version of The Woodlands. It is a good hike from Downtown Nashville
Say what you will about Houston traffic but river oaks a really quick trip to downtown.

in houston..you can leave river oaks, sit in ungodly traffic and sweat in the 101 degree 111% humidity and swear the concrete never ends as you try to find anything of value to do outdoors

One is Houston and one is Nashville. They're really not comparable when it comes to the top end of the wealth scale (though I'd definitely prefer Nashville overall).

just because houston is bigger resulting in more people with money doesn't mean that has a direct relationship with the 'nicest neighborhood'.
in fact, climate, crime, geography, acerage and quality of life have much more to do with it.
dont care how much money you have in houston, you won't be able to build a house with this type of view

So we are just going to pretend Nashville traffic isn't complete dogshit too? and that Memorial Park and Buffalo Bayou park aren't literally connected to it River Oaks?

You leave River Oaks to the NE and its a park on the bayou for the next 3-4 miles until you reach downtown. I'll give it to you that the areas surrounding the 610 loop to the suburbs make everything look like a concrete stripmall, but inside the loop is very wooded with green space. Just look out a downtown highrise to the west and pay no mind when on the interstate.
River Oaks is nice, but doesn't have the charm of the Historic Heights area. Now the crime might be an issue, but like mentioned earlier, the upper-middle class might live a potatoe gun's launch from a crack-house in Houston.
