It is a tie for everywhere West of the Atlantic, North of the Gulf of Mexico or I-4, East of I-45 in Texas and south of the border states...

When it comes to the traditional “aw shucks, ma’am” gents with a drawl and southern belles, plantations and the like I think of Georgia or South Carolina.
Mississippi and Alabama are the most backwoods.
Louisiana has two distinct cultures with northern LA and the southern LA Cajuns. Florida has its own kinda cultures too as well as Texas is which are largely different from the other states.
