would say the most secure, is the one you cannot see. It would be something similar to Area 51, although we know where that one is. Area 51 is not unique and the US has facilities that are hidden to this day.
I think they are referred to as DUMB or deep underground military bases and my guess is there are a number of them all over the west and part of the reason why so much of the plains/mountains are federal property.

For a certain segment of the population, the answer to this is a job fair.

Wait...I should have asked. With or without a mask requirement because I havent seen the inside of a Whole Foods since Joe Burrow played at LSU.

In other words, the location that would most difficult for an average person to access?
Any place with an armed guard and a sign that says "keep out".

The area 51 you know about is a cover for the real area 51 no one knows about.

Situation room is under Whitehouse, so it aligns with first two.
A few years ago we got to tour the West Wing and the situation room is down this small flight of stairs that is directly next to a dinning room. It was actually kind of wild how close we were to it. Obviously it was closed, and we did not get to enter, but I would've expected it to be more private.
Here is the dinning room
They did tell us even POTUS has to pay to eat there.
