When enough of the voting electorate can and does vote to soak the rich, basically.
A fundamental flaw of democratic systems is the takers will probably inevitably outgrow producers to a large extent if society/government permits (via social welfare programs, promoting useless college expenditures, etc.). Of course, some of this is caused by external things - the rise of AI and other advancements that have put trades and professions at risk. And in the past, a sense of "what if" (or the American dream, if you will) probably prevented too much of this. Some who were poor but wanted to grow into wealth didn't want barriers to that.
What we're likely to see is that the cultural war in this country glues itself onto the economic divide/dispute, such that people who would otherwise not join along with radical cultural movements will do so for their own economic gain. For example, you need "free" healthcare but you're not slinging pronouns or trying to criminalize hate speech. Overtime, your uneasy alliance with people who advocate for all of the above grows easier.
