Any time that your appointment isn't scheduled.

Utah DMVs are incredibly efficient. Make an appointment and you will be called within a minute of that time.
So any time is a good time.

DMV here has online appointment options. The last two times I’ve gone, I’m in and out pretty quick
Same. I’ve recently been to one in Mandeville and one in Slidell. Both times I was able to schedule an appointment online, there were only one or two other people in there, and I was seen in under 5 minutes.

Anytime, sometimes and all the time.

In Virginia you can go to any DMV, not just the one in your county. Pick a low population county and go there instead.

I think the 3 worst times are actually today, tomorrow, and 2 days from now.
If you went to the DMV yesterday, at least the trip would be over now.

The only time I've ever had any issues with the DMV came when trying to buy a vehicle from a dead person.
Three trips across five days. It wouldn't have been a problem if they didn't treat that whole process like Ralphie with the decoder ring in A Christmas Story. It was like you had to pass ten layers of word puzzles to get all the requirements laid out. On the second trip they even gave me a piece of paper with everything needed on it. Guess what? That wasn't it. The third time was the charm, though.
Otherwise — when doing just normal business — we seem blessed with an above average DMV. I'm usually in and out in under 15 minutes. Last year I did tags online, which was even better.

The last business day of the month has to be the worst every month.
