Based on US census data I would say being at or near the top decile of height would qualify as tall. Therefore 6'1 for men and 5'8 for ladies.

Think about it, there are a bunch of guys who are 5'10-11....Very few men are actually above 6ft, many say they are but they're really not. They're really 5'10-11 like most guys but claim 6ft. (If they post on the OT they claim 6'2)

it's a funny thing being tall, you don't know your tall until you are around somebody taller and then you are damn, that guy is tall. makes you wonder if shorter people walk around all day thinking everybody is tall.

For men, 5' 10" +/- 3" is average, So >6' 1" is outside of standard deviation, which I would say should be considered tall. On the other side <5' 7" would be short.
