Just googled. Apparently you can have it as an adult.
They break your legs and they are stretched and reset and you go through a painful 3 month recovery....to gain one inch.
So for every inch you want....3 months of pain.

I'd say 6'2" for guys and 5'9" for girls. Almost everyone is shorter than me though so I'm not sure if I'm the best judge.

Anything less than 6"0 is short, 6"0-6"2 is normal, 6"3 and up is tall.

I don't think that you're looking at it the right way. You can't take an absolute average and say anything above that is tall and anything below is short. You have to look at a range. If you consider tall to be maybe the tallest 20% and short the shortest 20%, my guess is that tall for man would be over 6'2 and short is under 5'6. Just a guess.
For a woman I'd guess that 5'7 or 5'8 would be tall.
