It’s not that complicated. Release every single inmate in jail for nonviolent drug offenses.
Start a mandatory life sentence for rape, murder and sex crimes against children.
Make it a requirement that all guns must be registered.
Get caught with a non registered gun in the act of a crime and its 20 year mandatory sentence.
Fun crime that results in a deaths and it’s mandatory life.
Shoplifting is a 6 month jail sentence for first strike. Second strike 2 years.
Stolen cars are five year mandatory sentence. Armed carjacking is 20 years.
Film a crime on social media and egg it on and you’re banned from all carriers for life

Forced birth control shots for single women thus getting rid of kids without fathers and actually arresting criminals and keeping them in jail for their full sentence.

There's one main reason why people commit crimes - because they can. All the SJW "root causers" are full of shite. If socioeconomic factors affected crime to the degree the root causers would have you believe, the 1930s would have had astronomical crime rates. Plus, there is no poverty in America today. You can't go to the worst government housing projects in this country and everyone has a cell phone and TV. That's not poverty.

Most major cities have a very small percentage (probably less than 0.5%) that commit most of the violent crime. I would isolate and profile (yes I said it) that group and throw the book at then legally to send a message. After locking those frickers up I would reassess and see what’s left. Rinse and repeat.

If you remove that small subset of violent criminals, the crime stats would likely plummet.

No lie...
Dallas PD started a program to divide the city into very small graphical blocks (I believe there are thousands of them). They have been hitting the worst 50-100 blocks hard. They have been seeing results.
From the sound of it they have a good chief.
I am not a big fan of the city of Dallas for the most part.
