Man up and tell him to get the key back and ditch the dog, if he gives you any shite slap the frick out of him.
Not big on the whole alpha/beta nonsense but you are getting walked all over and need to salvage some self respect here.

Start walking around naked every time the g/f comes over. She will stop coming over or she'll bang you, either way you win.
If she stops coming over then she's going to demand your roommate come over to her place more often (meaning he's not there). Again, you win.
Tell the landlord about the dog and how you had nothing to do with it and would like to keep the place but want the roommate and the dog out. If you can afford the rent on your own they may well be willing to work with you by kicking the other guy out. If you've done the naked thing you can also add in that he's never there and just leaves the dog there.
