Detain the shoplifters then force them to stand in line to wait to check out. The misery of that experience would be worst than any jailtime they might receive (and probably longer)

Wal Mart cannot do that so this is the response. They are trying to cut down on litigation and expenses.

Probably more a deterrent to employee theft. They will be able to watch employees attempt to steal, not ring stuff up, sit on their phone not doing shite, etc..
