Your hypothetical isn't an explanation. It's not that hard. He's operating on the best info he has. There's no perfect answer when you're dealing with incomplete information.

Yeah Walgreens will have most everything and they probably all carry the exact same stuff, just maybe in different quantities.

My real point is that women who have just had miscarriages say crazy incoherent things. Theyre extremely traumatized and a lot are mentally unstable. Relying on them to give coherent information instead of speaking to another professional is an interesting way of making an ethical decision.

I took the exact medication she took for another reason. I was not pregnant when I took it.

Some people consider doing anything outside of the natural progression of a miscarriage an abortion. Even to the point of it endangering the life of the mother.

I had to do it as a prep for a medical procedure.

My brother in law is a Walgreens pharmacist in Mississippi and he turns away opiate prescriptions constantly.
