Also OP, it seems like you want to just throw money at band-aiding the problem instead of determining the root cause of why so many people are fricked in the head.
Pretty sure all those goddamn pills parents are feeding Little Johnny to "calm him and help him focus" ain't doing anybody a fricking favor. Yeah, great idea. Let's giving developing minds meds so they can become zombies...and then, when they get a little older throw in a couple more meds for anti-anxiety for shits and giggles, and then coup de gras, anti-psychotics. Why? Oh because Little Johnny has been on meds since he was 8 fricking years old. So, to ensure he doesn't go around pumping kids full of lead at a school, when he's 18, we'll just throw all kinds of bullshite medicines at him and hope for the best.

OP, here is where you are correct:
1. There is absolutely a mental health crisis in America.
2. We, from a governmental perspective, need to do something about it immediately.
3. It will (eventually) require additional funding in the form of taxes.
OP, here is where you are wrong:
1. Just because one guy did something stupid does not make it a crisis now. It was a crisis well before.
2. Lets spend money now. That is a broken mindset and more government waste. The entire mental health system is broken and it needs to be repaired before you feed the beast more money.
3. The first step is to pass legislation that removes individual rights and freedoms the minute a person threatens others. Allow the physicians the ability to lock people up for mandatory 30-90 day evaluations to assess safety.
4. The second step is to pass legislation that forces these individuals to comply with outpatient treatment (once they are released) or face being locked up for an extended time (years) in a facility.
5. THEN pass legislation to fund the facilities to treat them with the best care possible.
Most violent people are not crazy. They are just completely misguided. In the vast majority of situations - they have very ineffective or nonexistent fathers. The government can’t repair the home. Especially when our society is committed to redefining what a “home” looks like.

We already have government backed mental health treatment. Medicare and Medicaid and pretty much every private insurance policy covers mental health. Another tax isn't going to change anything.

Correct in theory but not in reality. Private insurance policies pay very little for outpatient mental health care. Often less than $25 for a visit with an MD but pay nothing until the patient has met a $3000 deductible which most people dont meet in a year. Therefore, they really don’t pay anything.
Medicare and Medicaid pay almost nothing either. With the poor resources of most people with those insurances - no shows for appointments further limits the clinics ability to stay afloat.
Mental health funding for treatment is terrible in America. Now they may be spending millions of dollars for mental health administrators each year but it’s not going to the areas that help people get better.

Do you really think the issue is insurance? This dude flying the plane worked for the airport or airline. I'm sure he had mental health coverage.

Does anyone think that if we keep voting for local, state, and federal governments to take more of our money that they will stop asking for more?

Read my post above. He has “coverage” in the form of an insurance card. But that insurance card does not get him anything.
Imagine your company tells you they have a “company car benefit” that will make monthly payments on any car you buy. Then they tell you that you are responsible for the first $8,000 in payments each year ($667.00 per month) and then they will pay up to 75% of the rest of the payments. They are not really helping you out much because you don’t have the money to pay $667 each month to begin with. So, you don’t go get a car.

I pay enough in taxes already and the city receives enough money to pay for this right now. How about you vote for more competent people to use our tax money more efficiently and effectively. Go out and volunteer for those people instead of asking for more of my money.
