He earned it for the semester(s) he received it. When he no longer earned it, it no longer existed.

30 is too much. What is worse is the argument that it should be income based. That's total horseshite. Any low income student can get Pell grants and the other free money. This is one of the only things a taxpayer gets a good return on their money.

Should everyone who has an academic scholarship that flunks out or drops below the maintaining level have to pay it back?
I bet you won't have the same tune when it comes to a malpractice lawsuit and your premiums going up

I wasn't hungover when I took it. I just saw I got a good enough score to go to the school I wanted. And since I didn't need tops to begin with, reaching the next tier wasn't worth my time to go take it again.

And the penalty for breaking the contract is voiding the future renewal options on the contract, not repayment of the cash value. You want to change the contract.
