I got at 31, but 30 is too high. If you go to 30, just shut down TOPS entirely.

I also like the idea of a maintained GPA that could lower or increase the tier for a student while they are in school. TOPS is a reward, not a right. It's meant to reward top kids and keep them in-state.
I also would not be opposed to a payback plan if one loses their TOPS after their first semester at a graduated rate.

I don't agree with the pay it back because the first year was earned. Everything after that is conditional. Kind of like the probationary periods at some jobs

If they are going to make TOPS need based, they should kill it. That isn't what the program was designed to do, and I think many people would feel the same way about a new purpose.

TOPS should be paid back if the students fails out or drops out of school. So much money is wasted on students who fail out or dropout. People need to be held accountable for the tuition assistance they get. Make good grades and pass your classes, great and thanks for staying home for college. Flunk or drop out after a few semesters, pay back the tuition assistance you accepted.

That sounds great, but isn't really a problem with the program if you review their annual reports. The fact is there just aren't that many people who get TOPS who are wasting money by losing TOPS or not finishing.
