But in theory. That's the beauty of this country. Someone can wear whatever they want. People might not like it, it might reveal too much, but if wherever she is going in that dress allows the dress to be worn, then that's her right.. If she was American.
I'd rather not live somewhere where the government can discipline someone because they wear a dress they think is "skimpy".
