That guy shouldn’t have instigated the confrontation in the first place.

But that is no excuse for her behavior. Throw the book at her.

Look, the guy is genius. He's obviously fed up with Karen's letting their mutts run free in the area where leashes are required. Sounds like he asked her very politely to put her dog on the leash. Instead of doing what 99% of us would do and say "Sure, no problem", she decides to be bitchy about it.

So now what's your move? Escalate?? Threaten her?? Slink away with your tail between your legs and let the scofflaw a-holes win??

No, you bring a couple of dog treats and call little fluffy over. Just like all of you pointed out, as the dog's owner you are not going to like that (he politely told her as much) so you're going to get your dog back on the leash and get away from Mr. Doggie Pied Piper with the quickness.

Karen was choking the hell out of that poor dog just because she was so determined that she wasn't going to let him "win" by "making her" put the leash back on.

You can disagree with his method, but one person here was originally in the wrong and could have ended this at the lowest level at any point. People who think the rules don't apply to them are the worst.
