I agree that the Birder's response to the Karen was inappropriate and intentionally provocative, but, not illegal. I don't agree with his little plan to tempt somebody else's dog with treats against the strong objections of the dog's owner.
Karen is obnoxious, self absorbed, contemptuous of any law or person who annoys her current desires, and, frankly, a bit of a strange person. But, Mr. Birder little plan was to provoke this strange person in a passive-aggressive manner. This is inappriopriate.
Recording Karen's activity and reporting her misconduct to the park authorities was the correct action. The park itself should place more supervision on The Ramble in order to ameliorate the common disregard of the Leash regulation.

Honestly, Karen seems about like a normal white liberal woman to me.
The dude is a bird watcher, brings dog treats to the park without a dog, says things like "transigence," and just told or strongly implied to someone that he was about to do something bad to their dog. He seems like the type that might have bodies in his freezer.

Unless I missed something, there's no video of what happened before so it's all speculation but we can't point blank say he didn't do anything illegal when it's been alleged that he made a threat to the dog telling the lady she wasn't going to like what he was going to do to the dog once it came to him, or something like that.

What the hell does that even mean?? What is he planning on doing that she won’t like?
That bitch should have had the dog on the leash to begin with and reacted hysterically, for sure, but the man’s comment above prior to the video sure sounds creepy and kind of threatening (At least to the dog) to me.
Both of these people contributed to this becoming a story.

The woman certainly looks bad and like a freak show, especially with how she was handling the dog.
But there was no reason to make this about race nor go 100% all in in favor of the man and bashing the woman when the man should have just went about his business or politely asked the lady to put the dog on a leash then let it go when she refused. Instead, he makes veiled threats about doing something to the dog. I wouldn't handle it the way the woman did but I sure as shite would be firing back at the guy if he said that to me, as I'm sure most would as well.

IMHO he did not make a threat in the legal sense, but, he did provoke Dog Lady, he intentionally provoked her and he used language specifically intended to provoke her. Birder is guilty of intentionally escalating the situation. Birder felt provoked by Dog Lady's demonstrated contempt for the Leash Regulation, and Birder inappropriately responded to being provoked by intentionally provoking Dog Lady in return.
The only totally innocent parties here are the puppy dog and the birds.

Yes. I think we are quite close to agreement on our assessment of the whole situation. He did provoke her by issuing a "veiled" threat.
