Well the perp was given orders by a LEO and did not comply. A rapist was taken off the streets and shot dead, the world is a better place.

If he had a gun, why did the cop wait until he got that close to the woman?
Dude looked unhinged and if he wasn't following orders after being told the first three times, with a gun pointed at him.. Then any time after that it becomes a big risk. He should have shot him before he even got to the woman.
