I think once you make the claim of rape to the cops and it doesnt matter what she decides beyond that. She still went to the police in the first place

And it's only going to get worse for men/boys, with fake accusations and agendas being pushed on them.
You should read what many of these 20-30 women post, when replying to fake hoaxes. They feel the men desrved it, for the ones where it wasn't a hoax. ZERO remorse for the men or boy who was accused. And some of these are Hollytards.

It could be as simple as him not calling or returning her phone calls afterwards. Remember it wasn't even her that said he raped her it was the roommates. She could have said something like "I don't remember what happened, I was so drunk" to the roommates and they took it from there.
