No doubt the cops were out of line... nothing had transpired to justify the attack.
On the other hand, had the guy simply complied, none of it would have happened.
We don't know what previous dealing the cops had with this guy, or the amount of shite they put up with. We only see this side, and logical person understands... there are factors that shape the cops attitudes and cause this response.

Do you really want to live in a country where a gov't employee can interupt you on a sidewalk and demand your identification? Risking a physical beating if you do not comply...
The officer was out of line and the city's "citizen contact form" policy put him in a terrible position that forced confrontation

The problem with this mentality is that I can think of more than a few scenarios where "complying" is literally handing your rights away.
