You're right, but the point remains. Madison WI isn't a good comparison.
A city like Richmond VA would be more comparable in terms of population and ethnic makeup. Richmond only had 31 homicides in 2021, whereas Baton Rouge had over 100.
Baton Rouge is definitely out of control.
