Standardized tests like the ACT are culturally biased. Say you are a very intelligent person brought up as a tribesmen in Africa or even less extreme English simply isn't your first language. You are going to at least be much slower on the English and reading comprehension tests. One would think that an intelligent person brought up in an American school system would tend to do better than the average, but there are even less extreme biases that one could imagine.

They have a high cultural loading, but they aren't biased in the sense that they predict outcomes equally well across groups.

accents are heavily related to culture

you can't hear a yat accent? a midwest accent? a cajun accent? a new england accent? hell even nola and br hood have different accents

I would prefer for folks to continue to associate heavy Southern accents with subpar intellect. The satisfaction from embarassing those who assume I'm a mental midget based off of my accent is too damn good to let go.
