Ehh... it's not really a sign of intelligence or the lack of it. It really might just be a cultural thing. Refusing to shave definitely is a sign of immaturity though.

the guy has an accent associated with lower culture. that is a fact
using "hoodlum" is borderline, but, again, this type of dialect and accent is assocaited with them, too
