It's pretty rare that people actually want to put the bar down, so that's basically every lift out there.

Years ago I was in a chair lift at Aspen Highlands without a safety bar. It followed the contour of the mountain for awhile, then suddenly I was 200 feet above pine trees that were about 100 feet tall. I almost shite myself.

I was trying to remember where I had ridden some crappy, slow, old lifts, and I remembered Dodge Ridge, and Donner Ski Ranch. Now if someone asked you what state is most notable for over-regulating everything, you'd probably say California. But these two resorts are in California and have some old lifts without bars. So there must be many others around the country that also don't have a drop-down bar.
Google both of these resorts and you can see the pics for yourself.
Here are a couple of lifts at Donner Ski Ranch. A two-seat lift feels safe because both people have something to grab onto, but a three or four-seat lift is kinda scary if you're in the middle.

When my parents brought my brother home from the hospital after he was born, they just wrapped him in a blanket and set him behind the front seat in the floor well of the cutlass supreme.

That was exactly my childhood. Seat belts were for pussies. We drove back and forth across the country in our Ford Country Squire wagon with a pop-up camper in tow. We had an absolute blast.
I’m sorry modern bubble wrap life has taken this away from us.

Yep, laying on a bench driving from San Antonio to the UP, my 4 year old self was amazed at Chicago and Lake Michigan. C.

Purgatory outside Durango still has two or three of these style lifts with no bar. I rode them last weekend.
Crested Butte still has a couple of these old styles as well.
I'm sure there are more of these two seater older lifts still spinning.

I know for a fact that Loveland, Sunlight and Winterpark have ski lifts today without bars.
