Not sure but being as it departed Rochester, NY and has not run out of fuel yet it aint a 152

Again being as it departed from a small NY airport they are likely Americans and off their flight plan and unresponsive. That warrants a check by US Air Force. They probably got close enough to DC or a base on the coast to warrant a check.JMHO

Flight plan was for 28,000 feet so it would definitely have to be pressurized.

Frosted windows that plane was depressurization. The f-15s will likely follow it till it runs out of fuel and it crashes.
