Confusion and distrust of information leads to helplessness and fear en masse over time. It also conditions the masses to accept the "big news" a little more willingly due to the confusion/fear when they do "tell us something" (read bullshite).

They'll then use this "something" coupled with our fear to introduce some new "emergency" power.

We've done it to ourselves several times in the last 25 years and people still don't see the pattern.

Why would an alien civilization capable of getting to Earth without detection only be dropping probes in one area?

If this is China or other hostile, then several incursions testing possible EMP use to disable a country could definitely be considered an act of war. If so, then a government that comes out and advertises it better be prepared to start that war. Just so you know what you are asking for....
