I have been thinking the same thing but the it makes me wonder if it's actually true is because when Landry mentioned BRPD doing their investigation he mentioned language used

No you are not allowed to work extra duty or anything related to security services while on leave. Let's say you run a grass cutting operation or anything other than security you can do that but no "extra duty" as related to your primary means of income. So while on leave your being paid your base salary (which is shite) probably around 32,000 a year with zero overtime, extra duty, etc..
