Lets say you have two burner phones. One person goes somewhere like a walmart to use the phone to call the other, then turns it off after leaving the store.
I'm assuming there's really no way to track that right?

He can't technically arrest him right? Is there even an arrest warrant out yet? But needless to say he's just a bounty hunter so it would have to be a citizen's arrest?

I was thinking he could detain him for authorities to process him. IDK about a citizens arrest though.

I believe the $20K just says he has to provide information on the exact whereabouts. A little video ought to do the trick and then trail him until the police arrive to get the national coverage he wants.
