Maybe people should pay more attention to the brake lights on the car in front of them instead of playing on their phones in order to avoid having to slam on their brakes.

Again....off duty detail does not mean the officer is working on his on.

He is working overtime through his department which grants him the authority.

The authority is the same authority granted by LRS 32:56

agreed but homeowners in University Club aren't exactly Gordon's target demographic

i think those people who live in there should have to deal with it. more than likely though those people have the political needs necessary to keep their off-duty cop privilege.

They dealt with it.

They couldn't get a traffic signal so they hired a traffic cop just like Healing Place, LSU, Parkview, funeral homes and do when they have a short term traffic problem.

The big problem that creates these issues is the planning commission let's developers get by with one exit as they keep increasing the size of their development. This wasn't always the case, but it's happening more and more.
