how does this work with say, a truck driver delivering shite from Florida to Tx. after making a few stops while passing through La. ?

In the amount of time it took you to post this nonsense, your tiny brain could have simply googled

If not tracked and enforced.. just wishful thinking.
Half my employees drive from Texas, client provided letters that state employees are "essential personnel".

I eat my words! Apparently, this will be tracked and enforced. Each employee driving to work from Texas has to register on a website, or will not be allowed to commute back and forth across state lines. We had a couple employees who were able to get home, but were told by DPS they would not be allowed to enter La again until 14 days were complete.
They are not playing..

Mother in law lives in Houston. Is here in LA. They want her back at work in a week. She has to self-quarantine at her home for two weeks.

A trooper will check in on her at home. $1000 fine and 6 mos. in jail if violated.

She's pissed.

You gotta think about it like flying to Cuba. You have to take an indirect route. Have her fly to a non-quarantined state then fly into Texas on the same day. It'll be easy to do that on Southwest.

That’s exactly what I said. If you are visiting Texas from Louisiana, they ask you to fill out a form indicating the location where you will self-quarantine for 14 days. Nobody is turning motorists away or hauling people off to concentration camps. I believe that I’d be subject to the same self-quarantine requirement upon returning to Texas after visiting my folks in Baton Rouge.

If there aren’t checkpoints, how are they even giving forms to people?

I have no idea how they plan to enforce it. You can download the form from the TX DPS website, fill it out and take it with you, just in case.
