I have spent many hours talking to and working with union members while they were employed by TVA and TVA contractors. I know a former IBEW Business Manager in a local with a TVA Nuke as a personal friend, not just a business associate. At one time over a 10 month period I spent 3000+ hours with nearly 1000 union members working on a TVA nuke and over a 5 year period spent probably 5000 hours in the company of 1000s of them at work. Thats at least 8000 hours of my life I have spent talking to and working with the very people we are talking about. I have been one of them, I have managed them, I have had contracts where I employed them. None of them ever mentioned to me that they had been directed by their union or any of their members to slow down production. Not once in 8000+ hours and interacting with 1000s of them from all walks of life...not a single one mentioned it because it does not exist. I am certain you have anecdotal evidence from a few sources imparted over a short conversation but I would bet you have not spoken with nor spent more time with them than I have. It does not happen.

I was working at Browns Ferry during the transition of tradesmen from government employees to contractor employees. During this period I escorted a host of Internation Presidents from the IBEW, the UA, Carpenters, Iron Workers and all other trades into the plant...they were not cleared and could not enter without an escort....NRC rules, not a unions, not mine. Over about a 3 month period I spent a couple of weeks doing this. Also had Reagan era representatives from the Department of Labor and representatives from the Alabama Department of Labor...neither organizations friendly to organized labor by any stretch of the imagination. They were there to determine the root cause of low production at Browns Ferry during this period...a leading reason TVA was using at the time to privatize their workforce. Not a single finding from anyone in that group ever indicated that the lack of production was caused by ANYTHING that the union members or their unions had any control over. Every finding of that group indicated that a lack of management planning and management involving the workforce in planning was the cause. Keep in mind that half of this task force was there to back up TVA management's claim that union labor was partially if not completely at fault. I clearly remember the international president of the IBEW telling TVA and the US Secretary of Labor, in my presence, that right off the bat he noticed there was a coffee pot and a refrigerator every 20 feet and a popcorn machine present in the areas management worked in but it was over a mile from the tool crib to the job site and management had decided it was a rules infraction for more than one crew member to make the trip and could do it only at the beginning and end of the shift for every member of the crew. No gang boxes. No controlled material storage. If a pair of electricians had to thread a piece of pipe they had to find their foreman (no radio) the foreman then had to notify the superintendent (no radio) that he had 2 men headed to the fab shop and when they were finished they had to repeat all of that. Again, this was TVAs management that decided this, no union and no union member had any part of that decision. They did, however, mention it when anyone asked for input...that question came up a couple of times a year if that. This is one of HUNDREDS of findings that task force identified....and again, no union nor any union member had ANY role in any of those decisions.

It is not unique to TVA. I worked for a contractor doing a sizeable project on a Southern Company coal burner. The contractor got paid $185 every time they hired a new employee and every time they let one go. There were 1000+ union members on that job at one point. That contractor averaged about 25 hirings and 25 firings a week for nearly 3 years. It was not unusual for it to be the same individual in a week. That was a Southern Company management decision meant to keep up the appearance that the workforce spent 100% of their time at the workface.

It simply does not happen with AFL (building trade) unions. I can't speak for CIO unions. Not on commercial work and not on industrial work. It is management's job to manage production. It can be done with union or non union employees if you mean to do it...I have done it with union employees successfully for years.

Have done it many times and very successfully. Can't imagine why it'd be terrifying but the people who control the money are comfortable with it and the regulators are comfortable with it so I would suggest maybe you suffer from sort of irrational fear...
