Yes, if you left the house that way on purpose. I usually assume they took their jacket off because it got hot, work got intense or the function wound down.
If it gets hot or the function devolves enough to take the jacket off, remove the tie too.

Serious question, how many industries is it still the expected norm to wear a suit everyday?
Besides my attorney friend, I don't know if I know of a single person who wears a suit everyday to work.

No suit (jacket), no tie. This is supposed to be understood like not buttoning the bottom button, or wearing brown shoes with a black belt.

Long sleeve shirt with tie, no coat, OK. It's usually, as has been said, work got intense or function is winding down. Coat was simply removed.
Short sleeve shirt with tie, no coat, ugh. Government bureaucrat, car salesman, no go. This is only marginally improved with a coat, but not showing cuff.
