A record company attempted a form of this with Boston in the late 60s / early 70s and tried to force a “Beantown sound” movement.

Actually this sounds EXACTLY like a traffic study or a violence study or any of those other things that governments come up with to line their buddies pockets. They love them some boards, studies and anything that can be catered.

$150,000 is quite wasteful I agree. The product that was produced is top notch however.
