They have guidelines to help prevent false alarms. The parameters that must be met are there for that reason.
On a day like today, the PDS Tornado Watch is a heads up because everything will spin. That doesn't mean every bit of rotation is warning worthy. When it meets their parameters they warn.

No. I just see this entire overreaction and “shut it all down” mentality as totally unnecessary, disproportionate to the actual risk, and more likely to discourage people from taking weather warnings seriously.

You do realize that tornadoes, even the big ones, are very small in comparison to an entire county/parish, right? Even in the high-end tornado outbreaks, "nearly everyone" will not have damage. So should we just not talk about it at all because most people will avoid serious damage or injury?

That would be exactly my point. How often are we going to do this?
It is getting more frequent in recent years to just close everything on the chance of severe weather. I don’t understand the trend and do not think it’s effective.
