We won’t agree on this. I’ll contribute a ton more to society financially than I’ll ever get out of the system. I also spent years in Louisiana post college. I just don’t philosophically agree with your premise.

i'm talking about where 75% of texans live. austin is kind of an exception, but then you start to lose the financial advantages.

It appears to be working exactly as intended. It's developing people capable of entering the workforce.

It isn't TOPS' fault that there are no jobs in Louisiana. So, if there's a "fix", it isn't with the university system.

Being a single guy within the Houston loop is pretty solid. Great for dating, plenty to do and safer than New Orleans or Baton Rouge. It’s not paradise but there is no equivalent in Louisiana ( NOLA is great but insulated).

Louisianians really don't want to make the sacrifices to make Louisiana great. Yes, Louisianians talk the talk but they don't want property taxes on par with a city like Austin, the politicians in Louisiana will never get rid of the state income tax that would help growth as it has done in Florida, Texas and Tennessee, and most Louisianians don't want the state to be attractive to outsiders because many of those outsiders have more money and education and if they move to Louisiana it will end many of the backwards cliques and cabals that have ran Louisiana in the ground.

Here are some reform proposals:

1. Make the grant a convertible loan if your GPA drops below a certain level, that way students who would typically flunk out are forced either to get better grades or pay their TOPS back.

2. Require Louisiana Residency after college for a minimum number of years otherwise the grant becomes converted into a loan. Helps with the Brain drain to Texas, but doesn’t solve it because many may start in Louisiana after college but find employment out of state once they get promoted and find positions that pay more in other states.

3. Create TOPS employment credit, give employers a tax credit for hiring TOPS grads

Educated young people are leaving Louisiana, period. The lack of large corporation headquarters, thus job opportunities in multiple fields, is a real killer. Add in horrible traffic and and abysmal school system, who would want to stay when it means being poor with dumb kids?

This is hardly new. Many of my year were gone within 5 years.
