TOPS meant to keep college educated people in LA, instead it is funding TX's workforce

Advocate article

The data shows the younger adults are behind the change. Net migration to Texas for those ages 24 and under with a degree in 2017 was at -2,140, the worst since 2004. For ages 25-34, that year it was -1,343 after being at -1,275 in 2016.
It means the Lone Star State is taking Louisiana’s biggest investments — its best and brightest people educated at LSU and other taxpayer-supported universities.

Other states are also taking Louisiana residents. Among the nine states in the southeastern United States, Louisiana’s -59.6 net migration per 10,000 residents ranked ahead of only Mississippi.
“You are losing some of your talented people, and talented people are really what drive regions to grow faster,” said Wagner, who compiled the data for The Advocate. “The way I like to think of it is people are the best resource we have. It’s not oil. It’s not natural resources. It’s people. When you take away the No. 1 resource you have, that’s a disadvantage.”

I moved with 4 other college graduates from Louisiana to Austin in 2010. All had TOPs. Best decision I ever made. No jobs in LA

Do you blame them? I have a ton of friends that have moved to Houston and Dallas and love both cities.

Yea their needs to be some overhauls to TOPS. I don’t know what the answer is but it’s not working as intended right now.

My youngest son moved from Louisiana to San Antonio and loves San Antonio. He'll never come back here.
Young people with marketable skills are leaving in droves.

It's not the fault of the scholarship program that the business climate in Louisiana is shite.

Make TOPS recipients stay in state for minimum of four years after graduation or they have to pay it back.

A governor that knows how to actually grow the economy rather than just tax more.

If I recall correctly, New York's system is that if NY funds your education, you have to work in the state for 4 years. If you choose not to, you have to pay it back. Similar to the demands of the military paying your education through ROTC or service academy.

If you graduated while utilizing tops and then move out of state, you should have to pay it back. It's a horrible investment for the LA.

You are 90% correct but this state's legislature and voters will never see it that way because it's a handout that transcends race. In other words, nobody wants to put their hand back into their own pocket so status-quo it is!

But good food, good people

You know who wasn't on TOPS? Michael Jackson.
And look how he turned out.
Stay on TOPS

Agreed. If this keeps up, either implement this or cancel the program, which is socialist anyway. Its not fulfilling its intended purpose. If they wanna move to Texas, make them pay for it.

Something like this needs to be done.
Or you could opt out of TOPS if you don't want to work in Louisiana out of college.

Careful. You're gonna ruffle fake conservatives with that line.

Why does tops exist? I never understood that. My brother-in-law had tops and failed out of LSU after a year. He's not the most book smart person i know. Seems like it's a financial burden on the state.
