They only have high standards for the ones they know they'll never have a shot at.

The girl has a cute face, she's tall and thin, has great legs - there is a lot to like.
But she has no boobs and only a minimal booty. It is hard to argue she's a "10" - with no boobs and minimal booty. She may be some guy's cup of tea, exactly, but she is not going to garner universal acclaim any more than Kate Upton, who has a cute face and a great rack, but has some features that are turn offs for some.
So - no - TS is not a "10", unless her bank account buys her bonus points (and maybe not even then.)
