Combined with the civilian account of the guy pointing up at the roof, I wonder if the sniper was watching the guy on the ground trying to figure out what he was doing. He or his spotter might have suddenly realized what he was pointing at at the same time the shooter started firing at Trump.
I’m not an expert on what the protocol is for a counter sniper and his spotter when they are watching an unusual movement that may be distracting them from an actual threat. The civilian may have actually delayed their perception of the actual threat.
