Reading between the lines here and not knowing NO, I really don't know why they need govt. involvement there.
Private companies are already involved renting bikes and locals seem to be riding their own bikes.

Some are the tour groups. Some are just a few people getting together and renting bikes for X amount of hours.

Lexington did a bike share program a couple of years ago, withing 4 weeks all of the bikes were gone.

They need to make it where you get a receipt with your name on it when you "check out" a bike. Only people with a valid state-issued picture ID should be allowed to rent a bike. This could be a DL or ID card from any state - They all have a magnetic stripe which can be swiped for basic info like name and age. Most states will issue an ID card to anyone age 15 and up... Which is perfect bc that will keep those who are "too young" from eligibility (Later on, if demand justifies it, "YOUTH" bicycles, which are obviously child-sized, could be made available for adults to rent for kids).
Make a big ol' sign saying riders may be subject to random ID checks. If you don't have your receipt and picture ID to match (or you can't pull up a credit card transaction record on your phone) - you will get a misdemeanor and fined (at minimum) or subject to arrest for theft.
This is largely the same system of checks and balances you encounter when taking public transportation - and "ignorance" doesn't get you a pass from transit cops.

If I'm doing my math right, that is over $750 per bike. I realize there are some fancy bikes out there that are easily that expensive, but that number sounds high for a simple bikeshare thing
