Looks like the requirements are a 20 on the ACT and 2.5 HS GPA from what I've found online.

Pretty pathetic actually.

The two are not comparable. A person receiving TOPS yields a resource to better the state. The others are just providing life essentials.

Now, how we utilize the fruits of TOPS or if it is effective is debatable, but this is a stupid point.

IF Louisiana would spend time creating economies to employ and utilize the recipients of TOPS we would see a great improvement in the State. We dont, we just pray the price of oil goes back up.

I would gladly ditch TOPS for a compromise.

- Mandatory drug testing of all SNAP benefits.

- Grown single men or women not eligible for SNAP/EBT

- No use of EBT at fast food restaurants

That's for starters: Deal?

sure. As I stated, not a fan of social welfare programs at all. No matter if merit bases or not.

Here's my problem with TOPS. Sure it pays for tuition, but now the universities add fees that add up to what tuition used to be. So basically, they're getting the double the money they used to get. 1/2 comes from the state and 1/2 comes from the students or their parents.

Yep, but if you remove TOPS those fees are staying and now the student has twice the debt to start their adult life. Don't think they're staying here to work that off.

But there is a standard, correct?

That is the definition of a merit component.

I’m not saying the current standard is appropriate in proportion to the reward given. I’m saying that it is, in fact, a standard.

Then the majority of LA’s population is mentally challenged.

Plenty of non-mentally challenged people out there who don’t get good grades because they’re F-ups in other regards, but If that’s what you believe, that’s fine. It still doesn’t change the fact that you actually have to do something to get TOPS. Which means it’s not welfare.

Yep, I know of a family that moved here from Texas three years ago. Transferred here for a job. They are waiting on their kid to graduate high school and get TOPS then they are transferring/moving back to Texas. One and a half years left till he graduates.

They will have lived here for five years and got two kids through college for free. Their kids will no doubt be moving to Texas when they finish college.

I get you. But the problem is that their are too many work arounds.

Point 2 is mute when you consider the percentage of women having kids. They will get more than enough SNAP benefits.

This isnt so much a legal issue as it is a private company issue. Restaurants and gas stations love EBT as a cash cow. Point 3 is essentially targeting a redistribution of wealth with private companies (ironic?)

By getting rid of welfare, you lower taxes.

How do I like taxes?

No. My wife and I make about 150k a year combined and we have three kids in college right now. Would be really difficult and saddle all of us with debt without TOPS.
