What I was told is that commercials are broadcast at the upper limit that the FCC allows. Other regular programing is broadcast at a lower level. So when a commercial break comes along, the stations aren't raising it to a higher level, it's already there.

I DVR almost everything I watch and then blast thru the commercials.
Friends will complain about some ubiquitous and annoying commercial, and I have no idea what they are talking about.
